Tricky for me to answer now as I've been using VH difficulty for a few months and kind of forgotten what Hard was like comparatively. Yes I think spawns increase but also, I think there's a further penalty to Skunk damage and a further increase to damage received.
Specifically, large capital ships feel tricky for me to de-weapon now and if they have good coverage or Plasma/JET turrets and/or Astrobee Launchers, they scare the hell out or me!
In summary, I'd say VH provides me with an X3-era M6 experience: I can nuke a group of fighters, but many will overwhelm me, and fighting high-end capitals offers substantial opportunities for doom.

Does this Home of Light DLC or patch 4.0 will introduce some kind of crazy challenge that gives a meaning for us building up our economy and putting together a fleet?
Cause up until now we've been gathering ships just for the sake of it, and that's not fun. Come on guys, it isn't even that hard to figure out and sould've been in the basic game, just pick a sector of your choice and slap into it so many xenon ships that it will be almost impossible to conquer and even scary to fly toward the place or think about it, we will find a way to have fun with it, and finally building a fleet in this game will have some resemblance of meaning...
For now X:Rebirth universe feels stale...no BIG threats,no wars, so nothing going on pretty much,lifeless if you ask me...you've built and fixed the "platform" but didn't yet injected the fuel to get it going, in the form of some major "end game goal"
let me know if this dlc/patch will fix that...

There are some bounty missions that will kick your butt... Unless of course you are talking about fleet made out of many ships. I usually ride one Fulmekron. But need 3 of them to kill 10ml bounties. I stopped playing those until HoL is out. They are not really a part of 4.0... I don't know about HoL, but there is nothing really special in Beta 4.0. Go to Fields of Opportunity with your fleet and destroy all they enemy ships you can find.
I have about 2.5 billion and kinda bored of building even more stations. I do want some bigger challenge too. I can of course increase difficulty like some people do... but I don't believe that's a way to make a game more 'fun', not for me at least. You make it more difficult, but then again for some people more difficult game may mean more fun ... Nothing new specific for cariers; multi-assignment/orders helps management generally.
so ok uhmm.... there are mods that do that now?. and egosoft hasnt gotten around to making official for carriers to actually....... work?

Anything like that would be in the open beta for 4.00. In terms of purely AI changes the following spring to mind:
- A new Flee mechanic.
- The fixing of turrets on escorting ships.
- The use of boosters in combat by S and M ships.
- Managers' new Supply Options menu (drone and ammo).
- Deployment of combat drones by stations (linked to Supply Options).
I doubt I have remembered everything since the changelog is much bigger this time.

"fixed" is mentiond 180 times
"added" is mentioned 37 times in the context of something being added to the game.
"improved" is mentioned 46 times.
in addition to that, 8 things are marked as "new feature"
it's a big change log, and best of all it probably tripled during beta test.

- Pirates now pirate, looting containers scattered by corpses.
- CV Architect now have an Trading Operational Range setting, which can be set to System (previously always Sector).

Bernd announced the release date on the X subreddit last evening; both the Home of Light DLC and the 4.0 patch will be released on February 25th.
