Missing Specialist?

Hi,

I am re-playing the campaign with only Albion available to me at the moment. I built a station that needs a Power Specialist, but I have searched every zone systematically in all of Albion with no Power Specialist available. Is this a bug, or expected behavior like the only spawned specialists are, by luck, all in Omicron Lyrae?

They spawn randomly

Yes but it looks like when they've spawned in a place randomly, they stay there until hired.

Anyone else with this issue, basically I found the specialist I needed in OL, so there were specialists, just out of my current reach
