I was a little surprised so to say, when a single and actually badly damaged falcon pirate decided to steal cargo from my fully armed and modded Behemoth, cruising around with two frigates as escort in tow... is that supposed to happen?
I'd suggest a small improvement to AI:
pirates should not scan capital ships for loot, unless operating in groups. Otherwise the result looks a bit silly at best.

Maybe. It could have been an impostor, if it was really a descendant of Jack Sparrow, he would have been the proud owner of a new Behemoth and you would not have known what the hell happened to yours.

Just make them copy player behaviour....make them sit in the behemoth deadspot and just harass them until all crewmembers flee and then just steal your ship for free
Of course that's only semi serious...but I don't see why the AI shouldn't be abusing capitals ships' "gravitational pull" and press themselves against the hull at an advantageous spot.

I have to agree, one can just exploit their stupid behaviour to capture free ships, just carry a few units of any cargo thing with you and they will scan you from dozens of km's away and chase you.. to die, and the spam never stops.
Perhaps one of the first things to be done should be to limit their scan range to something a tad closer so they really need to be near you.
Also they spam you with messages in which you can't reply and tell them to sod off, which would be nice sometimes, or I felt the need to tell them so.
The behaviour of going in packs like the OP says is desirable indeed, perhaps packs of three onwards would be best.
