What is the difference between blue and white icons visible on the ship list on the map?
I see there is blue and white hourglass icon and well as blue and white dock/undock icons.
Also why ships sometimes show two icons (usually during docking/undocking)?

white ones explicitly need your input to do something, they have a wait order as in when you tell them to remove all orders and wait, they remove the default one to hold
blue ones don't have any orders, and they defaulted to hold position
