Yet another case where Egosoft need to implement proper levels of difficulty.
At the lowest level the AI only engages in skirmishes and does not attempt sector takeover. This would be similar to X3 Reunion. With some Xenon migration through sectors.
At the highest level, full on wars with sector takeover and lots of Xenon and Kha'ak aggression. With a number of levels in between.
Included in this are changes to weapons, shields and engines and station production to make it easier or harder for the player.

high fight rank, sector takeovers, large scale destruction, or even a small plot to adjust AI behaviour would feel more natural then a difficulty slider.
If AI actions depend on game events that lends the game world more credibility.

In every space RTS game I've ever played. I always turtle, build a massive fleet and then steam roll the galaxy into a barren wasteland. Why? Because I can. No other reason needed. Besides I like explosions, adrenaline rushes, and seeing shit flying all over my screen.
Once I've killed everyone and everything. I start over and see if I can do it better/faster/more efficiently the second time. I feel like I've won when I've utterly stomped my opponent six ways to Sunday and there are no new ways of winning to discover.

games like this needs conflicts how would the economy works then?.

In my opinion it shouldn't just be about war, but about a complex system of diplomacy and politics. The factions should always be keen on signing treaties and trade negotiations to ensure peace, prosperity, safety, and wealth for their people. However there also should be the ones who would actively try to sabotage these attempts of peace in order to bring war to the factions (thus boosting the economy on the military side).
But this also should work automatically without player intervention. For instance, if there's a treaty to be signed, a faction HQ would send a representative to the other faction's HQ or home system. Then to ensure of this plan's failiure, pirates/terrorists/bounty hunters would be sent after these ships. If the ship gets destroyed, the peace/trade treaty would fail and negotiations would cease, resulting in (another) war soon.

Two things: One, wars aren't necessarily total wars. Remember, right now all civilian traffic is basically ignored by military fleets. That could honestly use /some/ work (yeah, go ahead CV, build that HOP defense platform in Second Contact, we don't have a problem... ) but just having war won't mean your stuff will get wiped out like it was in X3.
Another is that there are some people like me that while, yes, I do love the economic side, I also love the fleet combat aspect and fighting and all that. Was it ever the most effective or cost-efficient? Heck no. Was it fun as hell? You bet.
Finally, there are tons of areas for all factions that aren't on the Loop that will take a long time for war to progress to. Will it slow down any economic engine? Heck yeah. But if you want to build closer to the transit ways, you'll have to be able to defend your turf when people use those transit ways against you.
Honestly, I'd just like more variety in combat missions more than anything else. Right now it's mostly static defense deployment/destruction or some variant of assassination (kill ship, capture ship, shoot ship until they drop cargo). It'd be nice to see some station defense. Or just straight up escort missions. Yes, I'm asking for ESCORT MISSIONS. That's how dry the variety is right now. Maybe if the AI decides HOP is pushing, War Combat Missions should spawn for that sector. I don't know. Something.
Also, as I was writing this repatomonor posted about diplomacy and stuff, and I love it. Especially since 3.0 actually wants to put more in the way of making your own faction and having faction diplomacy w/ the major factions, if they also used that system between each other that would be cool. No game can satisfy everyone's appetite, but the game mechanics can satisfy the needs of most people.
If I develop this game, the sectors of a faction should be divided into three categories, core, general, and border. In the core area you are under strict protection. no Xenon, no pirates, you can simply enjoy the joy of construction(
but tax rate 50% ). The general area will be disturbed by pirates and small fleets, and the border is prepared for war madness(no tax! it's too dangerous.haha), and everyone gets what they want.
