If you want several different players' opinions on this then you might be better off in the main X4 forum rather than in Tech Sp. This isn't really a technical issue report and so over we go.
You obviously know by now that a 2GB VRAM graphics card is below the minimum specs for the game and so you would probably not be having the greatest of game display response anyway.

My computer says installed Vulkan version is currently 1.0.101 / (api) 1.1.103 (>42 ?), so I am a bit confused what you are talking about? Internet says current version is "107". Do you have a source? And about which graphics vendor are you speaking?

The latest Vulkan version is 1.1.117, which was released at the end of July. However, as Imperial Good already mentioned, the installed Vulkan driver depends on your graphics driver (and hardware).

On Windows 10, type "Vulkaninfo" into the Windows search thingy in the bottom left.
At the top it shows an interface version number and if you scroll down a bit you are going to find an "api" version number, which I think is the important one.

Once again to reiterate. API and instance version have nothing at all to do with performance. Newer versions might allow newer applications to perform some tasks faster on supported hardware, but they will not make existing applications run any faster. It is far more likely that newer graphic drivers and application versions will improve performance.
