It'll be "shortly after Gamescom", and statements from developers have led people to believe there will be economy and war improvements. Unknown how many will be in 2.6 and how many are in 3.0

A couple of issues came up and we'll need a little more time to work on it (as well as other, unrelated things that compete for dev-time)
Primary focus is on economy fixes (that includes relief for players plagued by sectors with 500+ stations in them) but there are also some pathing / navigation improvements (let's say the autopilot had some flying lessons).

If you mean patrolling/protecting/defending ships leaving their defined area, yes, the fix for this has been recommended for inclusion to 2.60 but inclusion is not guaranteed. Should be in the changelog if it is.
