1) Unlock Bar on all stations (without blackmarket traders) (and include on players stations/HQ), and fullfiil them with unasigned NPC with different roles (pilot, crewmember, marine). In present time you can hire personel with engeneer role only on docking pad. It will be logical if unemployed NPC spend their time in a bar. And it will not be necessary to run around the docking station in search of personnel. And also it will add a little life to the station.
2) Also in missions for transporting people to issue mainly in the bar (Where else to expect your transport, if not in the bar)
3) Add NPCs to the player’s station - now they are absolutely lifeless, no one meets the arriving ships and does not coordinate their landing. It is possible for most NPCs at the player’s stations to block possible hiring, to give the opportunity to hire only a few NPCs (visitors to the bar, see point 1)
4) Add generation of limited types of missions on M / L / LX class ships - for example, transporting a passenger to a station, or bring some resources (for example, drones for a miner, or components for a supply ship).

It´s quite strange that one can easily hire employees from every company at every station without any impact on this station. This contradicts the actual design of the stations where the entire work force is generated on the station and lives there so nobody on a station should be unemployed.

In present time on any station on dock pad you can find several unhired NPC. Somewhere more somewhere less. And If you unlock bar via blakmarket mission - in this bar you also sometimes can find several unhired NPC.
