Of course for a station manager. I though that it limits number of ships he/she can handle but Just had for a test a one star manager with 5 ships and it seemed to worked.
so Gate distance? 1 gate per 1 star? what is the formula? I am looking into manual but … it's not there?! Google doesn't help either. Just found more people with same question and rather vogue answers

Gate Distance, i dont know the exact numbers though
also back in X Rebirth they would start preffer certain goods for transport (high demand / high buying prices)
dont know the station.manager script from X4 though, so i have no idea if that works here too.
