This time have started for Alliance Of The Word. Dialog with Dal Busta have inactive item "Paranid Civil War". Teleportation Leve 1 is opened. What is problem of this?

If you hover over the conversation option for the Paranid Civil War, the game should tell you that you need to improve your relations with the Godrealm of the Paranid and the Holy Order of the Pontifex. Can you confirm that this is true?

relations with Paranids is +2, with Holy Order is +1, and it never been bad and less than a zero. I have not recive a msg that I need to improve relations with the Godrealm of the Paranid and the Holy Order of the Pontifex

I think you need at least +10 with both of them to proceed in the plot.
