Managers and Subordinates

Can anyone provide insight exactly as to how a manager decides where and how to repair/rearm their subordinates. Some of my stations lets subordinates take damage until they just die. I built a warf on a defense station that is always under attack thinking the manager would repair its own subordinates but know it send them to the in system aux ship instead. Just having trouble following the logic on how this works especially with KHK being more aggressive
