[3.0BSV] Blacklist not working (contains Split Vendetta spoilers!)

I want to blacklist some sectors from being traveled from traders but I can't get it to work.

I create a blacklist with Civilias ships selected as well with sectors owned by enemies and sectors owned by Xenons and I clearly specified to avoid Matrix #451. The blacklist rule is saved and the changes are confirmed but, when I order my Hermes Vanguard to go to one of the new Split sectors, it plans to go through Matrix #451 instead of taking a safer route:

The gates that connect Profit Center Alpha and Two Grand are fully explorer (I traveled through with my ship while exploring the sector).

as Im aware the blacklist does not apply to your own explicit move and trade orders

maybe Im wrong
Fixed ships getting spawned away from ship configuration menu at resupply ships from automatically getting deployables.

From a dev, directly-ordered player-owned ships will still try to abide by correctly set up blacklistings (there are more than one blacklist - fly through, and trading at) but they will ignore those lists if no viable alternative can be found.

Not sure how to interpret this answer, is what I reported a bug or a bad configuration on my side?

I blacklisted all Xenon sectors and explicitly Matrix #451 and a viable alternative is available through Profit Center Alpha and Two Grand.

How can I prevent ships to take shortcuts via Xenon sectors when a safer, longer path is available?
