1.21 BUG MIN Teladi Wharf Station broken upgrade/repair - Was fixed in 1.21?

I don't know if it's an isolated issue but at MIN Teladi Wharf station I am unable to queue ship building or upgrade/repair, The timer just stays at 0:00 and the message on the ship says "There is a scheduled upgrade for this ship" with no timer.

From the devs in previous threads on this from before 1.21:
"Ok, the good news is that the upcoming 1.21 patch will contain the fix for the source of the problem AND the refund fix.
With that save, you will have to:
- Not dock with the station
- Open the information menu for that ship
- Navigate to the behaviour tab
- There should be a 'Change Equipment' order. Press the 'x' to cancel it.
You should then have your money refunded and are then free to order the upgrade again."
