Ships unable to dock at NPC station.

It's an original English 1.0 game, patched up through Steam to 1.6. I'm running no mods, it is a vanilla game.

So far it's only happening with this one particular NPC station, where apparently no ships can dock. No traffic at all seems to be going in or out, and 3 of my own auto-miners are "stuck" there. Also a host of other NPC ships are stuck waiting to dock, probably 10-15 ships total are just hanging around outside this station, waiting to dock.

I can dump the wares on those miners, and they'll go back to the auto-mining, but then they try to go right back to that same station and get stuck again, unable to complete that task. For at least 2 of the 3 ships, this has happened to them before trying to unload at the same station. I'm not sure if maybe that means it's a problem with the ships themselves, but I cleared out all their assignments and reassigned them to auto-mining the last time I put them to work again. I also tried to manually dock, piloting the ship myself, but that didn't work either. It would join the queue, and then nothing.
