I understand that English is probably not your native language and that the information asked for in the Sticky thread might be difficult for you to understand. However, we have no chance to help you without that sort of information. At the very least, please upload and link a DxDiag.

Even from that tiny bit of the DxDiag I can tell that your laptop does not meet the minimum requirements for X4 in terms of the cpu or graphics. Sorry.

Not sure why it wouldn't start at all. The i3-8130U should have access to Intel UHD 620 graphics which supports Vulcan and should have enough shared memory.

It might not be the best/smoothest experience, but I don't see any reason you shouldn't be able to get it to work. Perhaps not enough RAM?

Maybe try asking people who have run X4 on similar systems in this thread

That laptop (which is not a gaming laptop) has a two core processor, a low stock (non-turbo) clockspeed, and its graphics chipset has no dedicated VRAM. It will not run X4 to any useful extent.

Yeah, the weak CPU will likely not make it the best of experiences, but the integrated graphics is actually a smidgen better than the OP's in the linked thread.

Still doesn't explain why the game does not start at all. Could be missing recent Intel DCH Drivers.
