All sectors will expand if you go past their existing map borders.
This is not a bug.
However, sometimes ships or satellites will get "bounced" way far away and expand it without your knowledge or desire to do so.
Not much you can do about that right now.
In another thread here someone mentioned Egosoft is looking into a way to allow you to re-shrink an unused, expanded sector, but it's been a few weeks since I saw anything on it.
This is not a bug.
