[2.50] Docking request different behavior via menu and hotkey

Sequence A:

1. Exit ship into space with a space suit
2. Don't fly out of the airlock
3. Target ship and press docking hotkey; you will dock

Sequence B:

1. Exit ship into space with a space suit
2. Don't fly out of the airlock
3. Target ship, open context menu and request docking; you will not dock
