[2.50] Cannot sell security items to HAT trader

Of all traders, only HAT traders seems to buy Security items (other trades doesn't even list them),however when I want to sell them I see information that I need to increase my reputation:

I have 18+ rank and I heard about people who had 22+ rank and still cannot sell them.

Please make that HAT, SCA traders can buy those security items, or possibly add them to black marketer to (currently you can buy them from Black marketer, but you cannot sell them).
