Low fps on decent rig - 1080p

I am having low fps on the release version. When walking around the station the fps is 27-33 and the GPU usage is never above 20%, when flying I get 35-65 fps (average is 55 and 35 during combat) but the GPU usage is never above 80%. During all the time the CPU usage is never above 25%.

Game version: 3.00 (release) English language
Not using any mods or third party software
Resolution: 1920x1080
The fps is the same running on ultra or in medium settings, with or without AA
My Rig:
Ryzen 7 1700
16 GB 3200Mhz
GTX 1080 Ti
Samsung SSD ( also tried on my Kingston SSD)

"CPU usage is never above 25%." That could be the main X4 gameloop thread/core maxed out with the others mainly waiting on it.

Have you played other versions of X4 and how does this compare with them?

It is "normal", check other threads, all call the same.
And i am sure if you open map the frames drop @ around 8 fps, and the powerconsumption of gpu is much less then before?

On launch I think I was getting simliar fps as far I can remember, I believe there was more tearing back then, so now the tearing is improved (but still there) and the frames is kind of the same.
The most annoying part is that I get the same frames running on low with no AA(terrible image, all jagged out) or running ultra with SMAA4X, the CPU and GPU % changes but the frames are the same

I didnt pay attention to the fps counter when I open de map, but I remember to feel the frame drop
I simply cant understand how I can get the same fps on 'low' with no AA or on 'ultra' with SMAA4x, makes no sense

If you had bad tearing back then and less tearing now then you might have added some vsync option that would also affect average fps and tie you to specific fps values in demand situations. That vsync could be in-game settings or forced in Windows or in your card control panel settings.
