[3.2] Pilot Specialist not present on mission reward ship?

I just completed an assemble fleet mission for the paranids (God realm), one of the rewards was supposed to be a specialist pilot, however the reward ship that it generated had no pilot in it. It did have the nvidium and the specialist crew members, none of which have more than 1 star piloting.

This is in 3.2 vanilla, no mods installed.

Found another one where this happens, one of the argon mission chains (improve defense I believe is the name, involves putting mines, lasertowers, provide pilots, etc) gives a Magnetar for a reward with no captain even though mission reward promises a captain specialist.
