3.10 Passenger mission, unable to dock

How to reproduce:
1) take a mission "build defense station". build the station without docking bay (mission allows to build 2x of S container storage only with 10 turrets).
2) take a mission "deliver specialist to the front", sometimes this mission requires to deliver passenger to that station where nobody can dock.

Suggestion how to fix this problem:
a) docking bay should be required by all building missions
b) after transfer of ownership of the station NPC should build docking bay if station doesn't have any
c) only dockable stations should be selected as destination for passenger missions

I use VRO mod + disabled highways. I had this problem at 3.10 version, I can't confirm that 3.20 has this bug.
