I received this error when running the vulkan command:
WARNING: [Loader Message] Code 0 : ReadDataFilesInRegistry: Registry lookup failed to get layer manifest files.

Question regarding Vulkan, do we need to have anything related to it installed on win 10 64? I've seen people mention an SDK? Is there perhaps a Runtime available?
Repeating this in case you missed it, I have an AMD graphics card:

Pastebin is absolutely fine as an alternative.
The Vulkan runtime files are normally installed with the standard drivers, but it does look like you're having some problems with that. I would suggest removing the drivers, making sure you're clean with a driver cleaner and then reinstalling. Alternatively, as you say, there do seem to be some people who've had that error who've solved it by installing the SDK, which you can find here. That shouldn't normally be necessary though.

EDIT: Tell CS management to upgrade the forums, tell them I miss 2000 too, but it's time we move on.

We have plenty of people running similar AMD hardware to you who aren't having problems, but it does seem to be related to your graphics driver setup or hardware somehow.
Regarding the forum software, it's the PHPBB people you need to hassle if you want it improved. We're not planning to put valuable developer time into switching or writing our own.

This seems to be an inherit bug with the RX 5600 and similar variants.

Apparently turning off "glow" is a workaround to get some reasonable graphics. AMD being AMD I would not be surprised if this was a driver bug.

Additionally I'd like you to re-enable glow, verify the issue still happens, and then send us your config.xml file it's in "Documents\Egosoft\X4\<steam-user-id>\config.xml"
