[3.30] Speed shows as 0m/s on enemy ship

Quite often I'm trying to see if I can engage a target, it shows up as 0 m/s but when I get near it, it is flying at full speed and zooms past me, all the while showing 0 m/s.

Can you provide a savegame at roughly the point in the game when you took the screenshot? That would increase our chances of finding out what's going on enormously.
