TCP packet spam with ventures and online features disabled

X4: 3.30 Split Vendetta hotfix 2

I noticed that even with my internet connection disabled and "online features" and "ventures" turned off in settings, x4.exe is spamming TCP packets:

For example, if my computer's name is win7pro001

Protocol: TCP
local address: win7pro001:49626
remove address: win7pro001:997
Status: SYN_SENT

The socket is closed immediately after opening and is reopened on a new random port for local address. This happens every second for the lifetime of the exe process.
