Pause during load and look at the "FRK Wharf I" on the map. You will see some PIO Saboteur Kalis there. They have only just built at the wharf, seconds ago. However, because I have high PIO rep, you can see their orders are 'recycle'.
Does this mean what I think it does? As in they're just building ships and immediately deconstructing them? If so, why?

Still occurring in 6.2
In this save it's another PIO saboteur, this time a Takoba. Pause on load and you will see it just outside the wharf, just built and immediately with a recycle order.

I'm noticing a pattern though, it appears to be Saboteur ships in particular that do this. Sometimes I will see a bunch of ships built at one time and the saboteurs are going to recycle but the fighters are just headed somewhere with a normal move order.
