For starting cash, you can edit your savefile to give you any amount of cash you'd prefer to start with.
I'm sure there are a few tutorials on how to do that already on the forum. There were plenty for XR at least, and I assume it's very similar.

You can download and use Cheat Engine on Steam or Nexus mods to give you whatever stuff you need.
