Where to find people in suits?

I've got one mission with a guy in suit ala hitman (forgot to check for bar code ) - standard hidden mission to get man out of station.

Anyone know where I can find someone with similar suit?! I need one for my PHQ manager.

I think it's purely random. I've got a "suite" as a pilot for my Quasar.

I've got several ones as pilots by buying ships.

I had one running the shop of my HQ ... at least one shift, because the next time i came back there was a black lady in his place.
That's the only time i ever saw a guy in a suite that isn't a space suit. Not much around Argons thou.
