If you don't mind cheats, you can add the following line to the <blueprints> section of your save file. It shows up in the storage section of the Plan Build. The module is working great.

It's called "Condensate Containment Facility", and you can't steal/buy the BP. It can contain 10K of (condensate) storage unit. It comes after a mission, probably the one with the twin brothers. (I sided against them).
