[X-Tension 1.1] Sakra Syndicate and Chin's Clouds pirate base

Some Split Mambas have destroyed Chin's Clouds pirate base long ago, but it's needed for Sakra Syndicate's quest. Is there a chance to get this quest in future?
What are general requirements for Sakra Syndicate mission 1? Is it possible that I find this mission, and the pirate base is respawned by quest's script?
