Where is the Mod Manager?

I went to Cycrows page and the link for the Mod Manager/Installer is Broken. And on here I have either gone passed it or missed it completely.

I appreciate the effort. However I am looking for the X3: Reunion Mod Manager not Terran Conflict/Albion Prelude.

the current version of the plugin manager works for both games.
the old X3Reunion one is no longer available
