In Australia, Wagon Wheels are produced by Arnott's Biscuits.

When I was a kid, a "Wagon Wheel" was a thin'ish cookie with a chocolate pattern drizzled over it like wagon wheel spokes.

The dare ones you linked don't have the jelly I think. Viva puffs might be close to jelly/marshmellow wagonwheels.

I tried "whippet" version of this; that wasnt it. Not sure if we got Viva here

Yes, i remember them and they were terrible.
