Horizon's Gate is by Rad Codex, the same people who made Voidspire Tactics and Alvora Tactics. It is an SNES style RPG that shares EXPLORE, FIGHT, BUILD, THINK mechanics like the X series.

It really scratches my itch like X4 does. You start out with a small crew on a crappy ship, and you can build up your fleet with new crew, battle ship, traders, by trading, pirating, or fighting for a faction. There is both land and sea combat, along with a really awesome lore filled world to explore. Really cannot recommend this game enough.
