Well, yes...the moon isn't actually getting bigger and smaller. :)
Of course not, it's a picture on Earth's roof, it doesn't change size!

At apogee the Moon is more than 10% further away than it is at perigee (405,000km compared to 362,000). It's got a significantly more eccentric orbit around the Earth than the Earth does around the Sun.
