You can download the script collection in zip format and only extract SRS (and also the library- and the basic salary-script of course), if you don't like to use the other scripts too.
The script collection topic directly links to the download page of the collection, just scroll down a little bit there. The script collection topic is linked at the beginning of the opening post of this topic. The German filenames of the sub archives are listed in the script collection topic too, so you know which sub archives you need to use.

that's the script collection pack, there is no other way to obtain it on that site except from the script collection. I even looked on the site for it and it doesn't have it's own separate page, unless I mislooked I didn't see a [Sicherheitsdienst] link up on that list

... yeah, ok, sure ... it would be easier for all of you here in the English boards. I changed the download link now, but not pointing onto the collection, but onto the (German) topic of the script in Lucike's own forum.
I'll change the download links in other "Lucike-support-topics" by me too, tonight local time (CEST).
I have been unsuccessful in enabling SRS on any M2 class ships. The command is grayed out. I have moved trained pilots (Lieutenant) in from SRS M3's. I have the same required equipment active. I have the latest versions and reinstalled the scripts but there is no difference in the ability to select the service. Any help would be appreciated.
For M2 you need to get captains first, so you need to train your Lieutenants up first by using smaller ships first (e.g. M3 -> M6 -> M7 -> M2)

Start your game in English if you like.
If you don't like, just take a Language file you like (e.g. the English one), open it and replace the language id inside the xml-file with the french one (33?). After you have saved your changes, you need to rename the file itself too, so it meets the french id too (e.g. 8012-L033.xml). Afterwards the french version of the game will find the language file too. If you don't like to have French and English mixed up ingame, you can translate the whole file for yourself first.

I never used X³ Editor 2 for that task, so I can't help you in that specific way.
I always used 7-zip to open and (un-)pack pck-files. You may want to try it with a regular packer, able to handle gzip-format I think, to unpack the xml-file too.
You even don't need to repack as a pck-file, as long as there is no pck-file inside the directory of the same language file. If you want to repack it anyways, just use the gzip-format and name it with a pck-extension.
