All quests are disabled!

I have been playing my character for awhile now, and when I felt like doing the terran quest line, I noticed I never got the message, and going to omicron lyrae didn't help. I restarted as a terran defender, and still got nothing. I'm running a few mods, but can't find out if that's the problem or not.
