[V4.0 T.O + HoL] Gate to Cold Star is open in Distress Reek during early plot

Bug Description

Hi,

Like it says above, I will need confirmation as I am playing a modded version of the Plot Game.

But the Jumpgate to Cold Star is open in the storyline, i'm currently doing the Hacking Mission to get the evidence of Plutarch's slave trade etc.
So Onicrom Lyrae Gate is closed so far in my plot game progress.

Related info: I believe all closed DLC gates open at the same time as the DV gate (link).
