So, I wish to know if some of the quests have special requirements and what are the exact requirements (except Perseus Mission, I already know them), and what of the quests are unused. Thanks.

I can say for sure that <<Docking race bet>> has no requirements. I got that one just after starting a new game and traversing a sector.

If I remember correctly, the Stoertebeker mission started for me when I visited an equipment dock in Kingdom End. I can't remember if there was a minimum rank for it though as it's many years ago since I did that one.
