It is indeed a case of ware shortage. The shipyards in Home of Light tend not to run out often (compared to those in other systems) or for long, so you may opt to wait. Alternatively, you could take this as an opportunity for some profit, by supplying one (or both) of those shipyards with necessary wares. Here's the thing, though: people often say things along the lines of "check to see whether the shipyard has enough resources", but this isn't quite that straightforward when the shipyard is stuck on a NPC ship order, as you can't simply query the needed resources. Instead, you have to examine the wares the shipyard has on hand, and try to identify what's in short supply (it helps to have a trade agent on the station, so that you can examine stock levels at any stage.) Also, you can look at the shipyard's trade offers, to see what wares it needs urgently - odds are that whatever's holding up production is at or near the top of the list; there is an exception, though: if the shipyard's storage has been damaged (by pirate raids, for instance), there won't be any trade offers for any wares there is no room for - however, this is a very unusual situation in Home of Light, where pirate activity is low.
