Questions about the Software Signature Scrambler

I did a search on the forums and nothing came up and I haven't seen it in any station thus far (not even pirate stations).

So what I would like to know is where do you buy/get the "Software Signature Scrambler"? Or is it preinstalled on the "System Override Software" when you buy it?

I jumped into a small fast ship and went from pirate station to pirate staion, that way I got th SSS. Cost me around 9xx.000 to get it from BBS.
