"Auction house?" + bala gi question

So, i have noticed people talking about buying stuff from auction.. as an example that avarice system and some.. blueprints?

So the question is, where is that "auction house"?

And second question:

Borons love me, split's love me, teladi love me, argons love me.. i'm allmost neutral with paranid now. I can dock but i'm unable to buy anything. So, do i need to get paranid "status" one "level" higher so i'm totally neutral and bala gi mission could start?

yes, i think you need to be friends with paranid.

the other things are on the BBS. the Bulitan Board system, in stations.

You do not need to be a friend of the Paranid, simply "not an enemy" is enough

There is no auction house. Avarice will come up for auction on any BBS in any station when the time comes. Blueprints are not buyable.
