Hmmm this is a toughie I have seen Radar hazard play X3 Try Paranid, Teladi or Split territory. The weapon makes the victim's ship spin

Only way is from random loot and hidden containers. They are not buyable from any race unfortunately.

It's not buyable (at least in vanilla).

You can get them from captures/crate drops (very rarely), and there are a few crates floating around the outskirts of various sectors (there are some lists linked in the guides stickie).

Ashleys XXL script allows a factory to be built, but in a vanilla game, there are various containers 'out there' (see stickies), or they do appear in the debris associated with pirate/assassination victims.
If things don't change, they'll stay as they are.

There is one in a crate next to the south east asteroid. I have not been able to pick it up for some reason as it blows up as if I had my shields on. I have dumped out extra cargo but have had no luck picking it up. Maybe will work for you....

And you have enough spare space. iirc that particular crate (assuming you mean Light Water) has 4 CIGs = 100 cargo.
