What was the name of that Earth Fleet admiral in the X3 plot??????

At the last battle of the plot, where the Kha'ak started attacking Heratic's End and the Terran fleet intervened and destroyed the immediate Kha'ak threat, what was the name of that admiral? I remember he was the one who issued the order for no non Terran ships to come to Earth, and he wasn't open for much disscusion.
For the life of me I just can't remember :x

Can someone please help me out here? I need his name for the next chapter in my story, Sector 44.
