Where are the APACS?

I just capped a pirate buster and so, after realising that it is ten times better than the standard one, want to fill it up with APACS, but I can't find them anywhere! Where are they?
Also I came across three Mambas in Ringo Moon, which were marked as hostile but which were not pirates or anything, just 'Mamba'. Any ideas?

The mambas are escorts from a BBS mission such as family vengance or cartel randsom.
They will not be killed by sector police or anything and will stay in that sector untill you kill them or GOD dose something like colision with astroids.

In my game there is an APAC factory in paranid prime and prist rings.

I usually get my PACs from Ceo's Spite or CBSW.
