You can't buy or capture them in vanilla.

Just finish the storyline *spoiler* they will then inhabit the Heretic's End sector with a vast, hostile fleet. Unfortunately they are never present in any other game mode except the story. (not that I know of) You can take them on and destroy them if you use the right tactics but, it is not possible to cap their ships.
