Were is the station in avarice.
and is that station also the one were the bidding for the sector takes place?

It's in the centre.

You don't need to go there to place a bid, only to claim the sector if you win.

Any place you see the BBS message which offers it (which is everywhere).

Is there a certain time after starting a game that the bid BBS messages start showing?

and dose the station in the sector only spawn when someone wins?

You can start bidding a few game days in, iirc (like day 5 or so?).

The trading station shows up once the auction starts, I think (i.e. when the sector gets renamed to Avarice).
