FAQ.

500m isn't nearly close enough unless you're in a capital ship.

If you are scanned by customs and drop your freight, the ship that scanned you will fly in and destroy the container.
Admitting you have a problem is the first step in figuring out how to make it worse.

There is, however, a way to have SOS and not get it caught by scans... read on for more information:

Sometimes, when you visit pirate stations, there is a BBS advert offering a piece of software that masks the presence of the SOS... can't remember the exact costings, but there you go ;)

No. Only you personally can capture ships.

Anyway, your wingmen can be scanned as well.

That's always struck me as odd since its the SOS software that is doing the work. All the other pilot has to do is fly close enough and press a few buttons. Maybe a game balance thing.

Target the ship you want to capture
Press I
Select "Claim"

Bare in mind, the ship has to be empty, and the pilot must have bailed out for SOS to work. :)

That's something I wouldn't mind seeing changed in TC, or maybe a later patch. I'd love to see pirates bailing from police attacks, with NPC Salvage companies rushing up to claim the wreckage. Would definitely make the world feel more "alive", ya know?
