Where are all FLAKS?

Ok, I got my Panther and surprisingly cannot find any FLAKS available for sale anywhere. I have about 70% of the universe opened with most Argon, Boron, Split and Tellady sectors available. None of the EQ docks have FLAKS on the list. I even do not have an encyclopedia entry for them yet. Any place where they are available for sale? I guess the best buy command will find me a factory as soon as I get at lest one location with this ware... In X3:R FLAKs were everywhere...

FAA and CFAA fabs are generally in Argon and Teladi areas.

Any EQ docks that sell them though? I have not encountered any in my game yet :(
