After reading some other posts regarding these, does anyone know if the have been fixed (both in terms of noise & functionality?)

I've 13 of them kicking about in storage & need the cash & Space

CMod3 for TC fixes the FBL to something more useful. I personally dont like the idea of a "shotgun" weapon in space though...

Cmod3 makes them into a shotgun as Kaztek has said. They do masses of dmg but have a 1k range, you will eat m3's for breakfast, but good luck hitting m5's (Can take a while).

I don't really like the sound associated with them in cmod3, but at least they work!
