Tractor beams and Repair lasers on ships

Got a question, I want to move some asteroids but don't know how, I remember vaguely hearing something in X3:R about Tractor beams but can't find any anywhere. Also, I see ship-versions of the space-suit repair lasers. Where can I get those too?

Although you mention memories of X3R, what game are you actually playing and is it vanilla?

I assume you are playing X3TC, since you mention repair lasers on spacesuits.

There are tractor beam fabs in the universe, you just have to find them.

There is no way to get repair lasers on ships, the repair laser was placed in the same group as tractor beams and mining lasers because they are all utility weapons and also to save space, but the repair laser isnt meant to be used on ships only for the spacesuit.
