Anywhere and nowhere. If noone supplied it with resources, it has nothing to sell. You may supply it yourself so you can make some profit with them.

Ferdilance is right. For one thing, we can't tell you where you'll find a fully stocked EBC forge in your game, because everyone's game turns out differently--about all we can say for sure is that EBC ammo forges are generally to be found in Teladi sectors. For another, EBCs chew through ammo at a fair rate of knots, so it's simply a good idea to have your own source of ammo.
